Reports on Power Grids & EPA Update
Fortunately, the US Coast Guard and various government operations have been able to help get San Juan and a handful of other industrial ports on the south side of Puerto Rico back in operation (mostly on generator power).
The rest of Puerto Rico continues their struggles, still having millions of people and businesses on the island without power. Most initial reports are confirming fears that the power grids of both Puerto Rico and the U.S. Virgian Islands have sustained almost complete destruction to the power transmission infrastructure. The NY Times is currently reporting the country could be facing months in the dark since 80% of T&D instracture is gone
Due to these unique emergency conditions, the EPA just expanded the no action assurance
and annonced that any restrictions on mobile power generators imported before January 31, 2018 will be relaxed. You can find a copy of the updated verstion in PDF form from the EPA here
(updated September 27, 2017). The policy allows the agency to relax requirements on emissions and allows businessses and individuals the ability to run generators as long as necessary during emergencies like this.
